Background
Global Carbon Council (GCC) governance structure is being restructured to deal with the increased load of work and manage the time and contribution of experts nominated on GCC committees. GCC Program expects to receive around 1000 requests for registration and 400 requests for issuances this year, of which 70-75% are likely to be processed in 2023. The same is expected to continue for next years as well. Therefore, it has been decided to formulate a separate decision-making body on project registration and issuance. The existing functions of the Steering Committee, which decides on projects, issuances, and regulatory matters will be handled by two separate committees, as given below.
- Steering Committee: The Steering Committee will be responsible for the decisions on registration and issuance requests as well as on accreditation matters related to GCC Verifiers. The committee members will receive a flat compensation of USD 1500 per month. The members of the Steering Committee shall not be involved in GCC project development, verification of GCC project, and buying of GCC carbon credits. Although most of the decisions by the committee are expected to be taken through electronic communication and GCC’s internal workflow when it is required to discuss project registration or issuance requests the GCC Operations Team shall organize short (1-3 hours) virtual meetings with advance notice. It is expected that the members may on average spend the full 3 to 5 days per month towards the work of the Steering Committee. The members shall contribute to the work of the committee in their personal capacity. The member of the Steering Committee can also be a member of the Regulatory Committee, provided the respective requirements are fulfilled as per this document as well as the Terms of Reference.
- Regulatory Committee: The Regulatory Committee will be responsible for decisions on; baseline & monitoring methodologies either through bottom-up or top-down approaches; alignment of GCC standards with international requirements (e.g., Article 6.4 and ICVCM), approval of new regulatory documents including standards, procedures, rules & requirements, and guidelines; releasing clarifications; and, taking key policy decisions. The remuneration of Regulatory Committee members is based on a procedure that defines payment provisions based on person-day effort for each document type. Two in-person meetings at Doha, Qatar have been envisaged apart from several short (1-3 hours) virtual meetings over the year with advance notices. The members of the Regulatory Committee will be required to declare a conflict of interest for each methodology or other relevant regulatory document sent for the committee’s consideration. The members shall contribute to the work of the committee in their personal capacity. The member of the Regulatory Committee can also be a member of the Steering Committee, provided the respective requirements are fulfilled as per this document as well as the Terms of Reference.

The Process of Selection
- Shortlisted applicants may be invited for a telephone interview, tentatively scheduled to take place in the third or fourth week of April 2023.
- The selection of members will be completed and announced in person to each individual applicant (tentatively end of April 2023).
- The profiles of selected candidates will be made available on the GCC website.
