Methodologies provide requirements and procedures to determine project boundaries, identify the baseline, assess additionality, monitor the relevant parameters, and ultimately quantify the GHG emission reductions or removals.

The GCC Program develops methodologies in accordance with Standard for Development of Methodologies. In addition, projects seeking registration in the GCC Program can also use Clean Development Mechanism (CDM) methodologies.

Call for Public Inputs on GCC Methodologies

As per GCC Program Processes Document:

Draft GCC methodologies shall be made available on the GCC website for public consultation for a  period of minimum 15 calendar days, after which the GCC Operations Team shall revise the methodology taking into account received public inputs.

Public stakeholders are invited to provide their views and comments on the baseline and monitoring methodologies listed in the following table in accordance with the GCC Program Processes document

Public comments shall be taken into account while developing a recommendation for Steering Committee of GCC.

The project methodology development process shall be initiated by: (i) the GCC Operations Team, in consultation with the Steering Committee, prioritizing project categories for methodology development based on mitigation potential, sustainable development benefits and expectations that Project Activities will do no net harm to society or the environment; or (ii) Project Owners indicating interest to the GCC Operations Team in methodologies that will enable the registration of their GHG emission-reduction projects.

The GCC Operations Team shall conduct background research on technologies, measures and methodological aspects, including project boundaries, baselines, project emissions and leakage emission sources as well as other aspects such as additionality and monitoring requirements. The GCC Operations Team shall also determine whether or not any approved CDM methodology exists that could be revised, simplified or streamlined as a GCC methodology to meet the requirements of a prioritized project category.

The GCC Operations Team shall develop an initial draft of either a completely new methodology or a methodology derived based on an existing approved CDM methodology. The requirements of the GCC Program are contained in Standard for Development of Methodologies shall be adhered to in the methodology-development process.

Initiate methodology development process by:
(i) Prioritization of project categories through analysis on project category’s mitigation potential, sustainable development benefit and no-net-harm to society and environment; or (ii) Interest received from Project Owners for their project.

Seek independent expert consultation, if required.

Upload the methodology on GCC website to seek public inputs.

Seek Regulatory Committee approval.

GCC extends a warm invitation to all stakeholders to contribute their ideas for the development of methodologies.

Project owners and methodology developers are encouraged to submit initial drafts of new methodologies. These submissions will be carefully reviewed by the GCC Operating Team for potential further development or refinement as appropriate. Each submission will be acknowledged and information on the next steps will follow. The GCC also maintains the possibility of collaborating with international experts to advance the already approved and newly submitted methodologies. The finalized drafts will be subject to global stakeholder consultations before they undergo final evaluation by the GCC Regulatory Committee. Their decision on approval or rejection will be definitive.
