The Program Processes document describes processes and operations adopted by Global Carbon Council (GCC) to govern its carbon management and climate finance facilitation program. The document deals with processes for project submission, approval and climate finance disbursement, baseline and monitoring methodology development, and project and emission reduction/removal verification. It also defines roles, responsibilities, and functions of different stakeholders. The stakeholders who wish to engage with GCC will benefit from reading the document.

The GCC Program is designed to contribute to a more sustainable and low-carbon future by registering projects worldwide that have demonstrated their additionality and are dedicated to sustainable development. To achieve this, we rigorously verify projects to ensure that they align with our eligibility criteria. Each project undergoes a meticulous assessment to ensure that they meet stringent criteria for additionality and environmental integrity.

The project registration process includes the following steps:

  • Account setup on GCC Portal and submission of project documents (including Project Submission Form – PSF and other relevant documents).
  • Completeness check of the submitted documents.
  • Global Stakeholder Consultations.
  • Verification of project documents by GCC Approved Verifier and submission of Request for Registration.
  • Completeness check of the submitted Request for Registration and verified project documents.
  • Assessment of submitted verified project documents and preparation of draft recommendation for the Steering Committee.
  • If required, assessment of the submitted verified project documents by a member of the Steering Committee and preparation of parallel draft recommendation for the Steering Committee.
  • Steering Committee consideration of recommendations and agreement on registration or rejection of registration of the submitted project.
  • Publication of the Steering Committee decision on the GCC Project Portal and project registry.

Project owners can track project status through their account at the GCC Project Portal.

Issuance of Approved Carbon Credits (ACCs)

Once a project is registered, it shall be implemented in accordance with the registered Project Submission Form (PSF) and apply rigorous monitoring procedures to measure greenhouse gas emissions reductions/removals, and possible input to sustainable development. The Verified Project Monitoring Report forms the basis for the issuance of valuable carbon credits.

Project Owner(s) shall implement and operate registered GCC Project Activity, and monitor all parameters according to the requirements outlined in the registered Project Submission Form (PSF). For each monitoring period, Project Owner(s) shall prepare a Project Monitoring Report (PMR) using the latest template valid at the time of submission to the GCC Program. This monitoring report shall be verified by a GCC-registered verifier. Subsequently, the Project Owner finalizes the process by submitting a formal request for ACCs issuance to the GCC Program via the online IT platform of the GCC Carbon Registry.

 

At the next step, the project submission undergoes a series of steps before issuance of ACCs, including but not limited to a completeness check followed by further validation of the project’s emission reductions or removals and concluded by initial recommendation for the GCC Steering Committee, all conducted by the GCC Operating Team. The GCC Steering Committee independently reviews all submitted documents and ultimately decides on approving or rejecting ACCs issuance request.
